Computer Rules and Regulations

Beginning on April 1, 2003, the following computer checkout restrictions were added to our current list of rules and regulations.
  • Persons who have a valid Webb City Public Library user card and who do not have blocks on their cards may check out public access computers for a period of 1 hour per day at no cost. Additional time will be billed at $2.00 per hour.
  • Persons who do not have a valid Webb City Public Library user card will be charged a fee of $2.00 per hour, payable in advance, for the use of a public access computer.
Computer Checkout Policies
  1. Persons using public access computers must present one of the following to library personnel:

    • A valid Webb City Public Library patron card;
    • A valid Missouri driver's license; or
    • A valid Missouri photo ID.

    **NO ONE will be allowed to use a computer without a staff member signing them in.**

  2. Children under the age of 16 must have written parental permission to use a computer with access to the Internet.
  3. Persons are limited to one computer sign-in per day and a maximum of 10 hours of computer time per week.
  4. Persons who refuse to vacate their computer when asked by a staff member will lose computer privileges in the library.
  5. Persons who are knowingly accessing pornographic web sites on any computer that is routinely used by minors or in any other way violate the provisions of RSMo 568.050 - Endangering the welfare of a child in the second degree - will lose computer privileges!
  6. Persons who are loud, rowdy or in other ways create a disturbance in the library or play music loud enough to annoy other patrons or the staff will risk the chance of losing computer privileges.
  7. Persons who knowingly alter settings on library computers will lose computer privileges.
  8. Finally, users may not:
    • Use CD's or floppy disks from outside sources;
    • Use any library workstation for illegal or criminal purposes including violation of any state or federal law or violation of U.S. Copyright Law (Title 17, U.S. Code), which prohibits the unauthorized reproduction of copyrighted materials, except as permitted by the principles of "fair use."
    • Use library workstations to gain unauthorized access to the library's or any other organization's networks or computer systems.
